Absorption de P& O Nedlloyd par le groupe danois AP Moeller

L’opération d’absorption de P& O Nedlloyd par le groupe danois AP Moeller annoncée au printemps 2005 ne s’est concrétisée qu’en août 2005, après avoir obtenu le feu vert de Bruxelles. L’opération, qui rapproche les 1er et 3ème armateurs mondiaux entraîne une redistribution des cartes dans le shipping mondial. L’OPA se traduira dès le mois de février 2006 par le regroupement de P& O Nedlloyd et Maersk Sealand sous le label Maersk Line. La nouvelle entité pèsera 800 navires et contrôlera 17 à 20% du marché.

Nouveau service roro

Le 20 décembre, les compagnies marocaine IMTC (International Transit Maritime Transport Corporation) et française CLTM (Comptoir Languedocien de transit et de manutention) ont créé une ligne roro entre Port-Vendres, dans les Pyrénées-Orientales et Tanger au Maroc. Ce service propose deux rotations par semaine…

Réduction des droits du port de Hong Kong

Bonne résolution en ce début d’année pour le port de Hong Kong qui annonce une réduction des droits de port pour les porte-conteneurs afin de gagner en attractivité dans le cadre de la concurrence exacerbée qui sévit entre les ports chinois. Les tarifs d’usage pour les unités de taille moyenne vont être réduits de 25% pour les navires qui resteront seulement deux jours à quai. Les réductions sur les droits de port pourront atteindre 50% pour les navires qui fréquenteront le port de manière assidue. L’autorité portuaire s’efforce également d’améliorer la transparence et le mécanisme de fixation des prix dans la manutention.

Le gouvernement a présenté le 14 Décembre 2005 le nom des repreneurs des trois concessionnaires autoroutiers. APRR, il s’agit du tandem franco-australien, Eifface/Macquarie. ASF a été attribué au français Vinci. Quant à SANEF, il est revenu à l'espagnol Albertis. Au total, la privatisation de ces sociétés d'autoroutes aura rapporté 14,8 mds EUR à l' Etat.

Introduction du tachygraphe

L’introduction du tachygraphe numérique mettra sur un pied d’égalité tous les transporteurs routiers originaires de 29 pays européens. Il permettra un suivi plus précis des activités du conducteur et diminuera la fraude. Il devrait entrer en vigueur vers fin avril 2006. À moyen terme, le tachygraphe digital devrait simplifier la gestion sociale des entreprises par la suppression des disques papier et l’automatisation des procédures.

Accord Chine-USA sur les textiles

34 produits textiles sont concernés par l’accord. Pour les 34 produits concernés, la hausse sera limitée à 10% en 2006, 12,5% en 2007, puis 15% à 16% en 2008. En 2009, le commerce des produits textiles sera entièrement libéralisé, comme prévu par l’accord d’accession de la Chine à l’Organisation mondiale du commerce (OMC). Washington espère que ce délai permettra d’amortir le choc des importations chinoises bon marché et laissera plus de temps aux producteurs américains pour s’y préparer. Un accord semblable avait également été signé par la Chine avec l’Union européenne en juin 2005, suivi d’un autre en septembre après un engorgement de textiles chinois dans les ports européens.

Accord de libre-échange Maroc-USA

L’accord de libre-échange, en négociation depuis fin 2003 est entré en vigueur sous certaines conditions : le premier contingent de blé américain ne pourra entrer au Maroc que dans 5 ans, avec une cargaison maximale de 3.000 tonnes et plusieurs produits américains seront soumis à des droits de douane pour des périodes allant de 5 à 20 ans. Ces périodes de grâce aideront à préparer la mise à niveau de l’agriculture marocaine. Dans le secteur du textile, le Maroc importe les matières premières des USA. Dans 4 ans pour profiter de l’accord de libre échange un vêtement devra être entièrement marocain, du tissu à la confection.

Take over of P&O Nedlloyd by the Danish group AP Moeller

The merger of P&O Nedlloyd and the Danish group AP Moeller announced for spring 2005 was completed in August 2005 after obtaining Brussel’s approval. The merger which links the 1st and 3rd largest shipowners in the world entails a reorganisation in world shipping. P&O Nedlloyd and Maersk Sealand will regroup under a new brand name Maersk Line in February 2006. The new entity will be 800 ships strong and will control 17 to 20% of the market.

New roro service

On December 20, the Moroccan company IMTC (International Transit Maritime Transport Corporation) and French CLTM (Comptoir Languedocien de transit et de manutention) launched a roro service between Port-Vendres in the eastern Pyrenees and Tangier in Morocco. This round trip service operates twice weekly.

Reduction of port dues in Hong Kong

As part of new year’s resolutions, the port of Hong Kong has announced a reduction of port dues for container ships in order to become a more attractive player among its Chinese rivals. The usual rates for average size ships will be reduced by 25% for ships docking only for 2 days. The reduction of port dues for ships calling frequently at the port of Hong Kong could reach 50%. The port authorities are endeavouring to make handling charges easier to apply.

Privatising French motorways

The French government announced the buyers' names of the 3 French motorway entities on December 14. APRR was acquired by a French – Australian joint venture Eiffage/Macquarie. ASF is now run by the French company Vinci. Sanef now belongs to the Spaniard Albertis. Privatising these motorways entities has brought the French state 14.8 million Euros.

Introducing the tachograph

The digital tachograph will be used by all hauliers in the 29 European countries. It will enable a more precise control of the driver’s activities and reduce fraud. It should be implemented around end of April 2006. In time the tachograph should simplify company administrative tasks by the suppression of paper disks and the automation of procedures.

Chinese and American agreement on textiles

For the 34 products concerned by the agreement, the increase will be limited to 10% in 2006, 12,5% in 2007 and 15 to 16% in 2008. In 2009 textile trade will be entirely liberalised as planned when China became a member of WTO (World Trade Organisation). Washington hopes that this delay will absorb the shock of cheap Chinese imports and give more time for American producers to prepare themselves. A similar agreement was made by China and the EU in June 2005 and also in September following European port congestion by Chinese textiles.

Free trade agreement between Morocco and USA

The free trade agreement under negotiation since the end of 2003 came into effect under certain conditions. The first American delivery of wheat will take place in five years time and will not exceed a total of 3000 tonnes. Several American products will be liable to customs duties for a period ranging from 5 to 20 years. The grace period will give Moroccan agriculture time to adapt to the new market. In textile trade Morocco imports raw materials from the United States. In four years to benefit fully from the free trade agreement a garment will have to be 100% Moroccan from the raw material to the making.
